Sets forth provisions on the uses of such appropriations. (Sec. 112) Amends Federal law to require payment from the Department of the Treasury Forfeiture Fund for: (1) State or local costs for joint law enforcement operations with Treasury law enforcement organizations; and (2) certain seizure and forfeiture program expenses. (Currently, such payments are at the discretion of the Secretary of the Treasury.) (Sec. 113) Requires the Director of the United States Secret Service to conduct a security survey of the Bureau of Engraving and Printing. Title II: Postal Service - Postal Service Appropriations Act, 1995 - Makes appropriations to the Postal Service Fund for FY 1995. Title III: Executive Office of the President and Funds Appropriated to the President - Executive Office Appropriations Act, 1995 - Makes appropriations for FY 1995 for the Executive Office of the President and related offices and programs. Title IV: Independent Agencies - Independent Agencies Appropriations Act, 1995 - Makes appropriations for FY 1995 for the following independent agencies: (1) the Administrative Conference of the United States; (2) the Advisory Commission on Intergovernmental Relations; (3) the Committee for Purchase from People who are Blind or Severely Disabled; (4) the Federal Election Commission; (5) the Federal Labor Relations Authority; (6) the General Services Administration; (7) the Merit Systems Protection Board; (8) the National Archives and Records Administration; (9) the Office of Government Ethics; (10) the Office of Personnel Management; (11) the Office of Inspector General; (12) the Office of Special Counsel; (13) the United States Tax Court; and (14) the Morris K. Udall Scholarship and Excellence in National Environmental Policy Foundation. Specifies uses of funds provided to the General Services Administration. Title V: General Provisions - Sets forth certain prohibitions and limitations on the use of appropriations made under this Act. (Sec. 515) Prohibits funding for fomer presidents for allowances and office staff from being used for partisan political activities. (Sec. 516) Prohibits the withdrawal of the designation of the Virginia Inland Port at Front Royal, Virginia, as a United States Customs Service port of entry. (Sec. 517) Requires FY 1995 pay raises to be absorbed within levels appropriated by this Act. (Sec. 523) Requires entities appropriated funds under this Act to comply with the Buy American Act. Expresses the sense of the Congress to such effect. (Sec. 526) Prohibits the relocation of any Federal entity solely for the reason that locality pay was increased. (Sec. 527) Requires advance approval from House and Senate Committees on Appropriations for funds carried over from certain salaries and expense accounts. (Sec. 529) Excludes law enforcement personnel during FY 1994 in the Department of the Treasury from reductions under the Federal Workforce Restructuring Act of 1994. (Sec. 530) Amends Federal law to revise provisions with respect to the protection of former Presidents. Ensures Secret Service protection for the first ten years after a President leaves office. Authorizes appropriations to the Administrator of General Services for each former President and each former spouse for security and travel-related expenses following such ten years. (Sec. 532) Extends and revises the study by the Office of Personnel Management on cost of living allowances for Federal employees stationed outside of the continental United States. (Sec. 533) Designates: (1) certain facilities or buildings located at Stafford, Graham County, Arizona, as "Ora Webster DeConcini" buildings or facilities; and (2) the Federal building and U.S. Courthouse to be located in Tucson, Arizona, as the "Evo A. DeConcini Federal Building and United States Courthouse". (Sec. 534) Authorizes the Administrator of General Services to execute a lease with the city of Tucson, Arizona, for space to house the United States Department of Agriculture's Forest Service and other Federal tenants. (Sec. 535) Specifies the jurisdiction of special policy officers of the Bureau of Engraving and Printing, in Washington, D.C. Title VI: Governmentwide General Provisions - Sets forth certain requirements for and prohibitions and limitations on the use of appropriations by departments, agencies, and corporations. (Sec. 608) Authorizes Federal agencies to receive and use funds resulting from the sale of materials recovered through recycling or waste prevention programs. (Sec. 628) Requires all Federal departments, agencies, or instrumentalities to have and administer a written policy designed to ensure that all of its workplaces are free from discrimination and sexual harassment and that all of its workplaces are not in violation of title VII of the Civil Rights Act of 1964, the Age Discrimination in Employment Act of 1967, and the Rehabilitation Act of 1973. (Sec. 629) Amends Federal law to grant Federal employees up to seven days of paid leave to serve as bone-marrow or organ donors. Authorizes the use of sick leave for purposes relating to the adoption of a child. (Sec. 630) Increases the Federal rates of basic pay by two percent for FY 1995. Provides for determining locality-based comparability payments. (Sec. 633) Law Enforcement Availability Pay Act of 1994 - Amends Federal law to provide premium pay to certain law enforcement officers to ensure the availability of such officers for unscheduled duty in excess of a 40-hour work week based on the needs of the employing agency. (Sec. 634) Amends Federal law with respect to mileage and related allowances to provide for reimbursement for Federal employees who perform official travel using their privately owned vehicles when that mode of transportation is authorized or approved as more advantageous to the Government. (Sec. 635) Expresses the sense of the Senate on Canada's restrictions on imports of United States chickens. (Sec. 636) Limits the use of travel expenses to those employees directly responsible for the discharge of official governmental duties. (Sec. 637) Amends the Congressional Award Act to direct the Secretary of Treasury to strike medals for the Congressional Award Program. (Sec. 638) Requires the President to certify to the Congress annually that no persons with responsibility for administering the Executive Office of the President's Drug-Free Workplace Plan are themselves subject to a program of individual random drug testing. (Sec. 639) Amends Postal law to prohibit the Postal Service from implementing any rule or regulation with respect to certain revenue foregone provisions prior to October 1, 1995. (Sec. 640) Directs the Comptroller General to apply a six-year statute of limitations to any claim of a Federal employee under the Fair Labor Standards Act of 1938 for claims filed before June 30, 1994. (Sec. 642) Authorizes Federal law enforcement officers to attend the funerals of fellow officers and firefighters. (Sec. 644) Requires the Office of Management and Budget to report to the Congress on the manner in which certain Federal agencies will achieve savings in procurement and procurement-related expenses. Title VII: Violent Crime Control and Law Enforcement Funding - Appropriates funds to the following departments for violent crime control and law enforcement programs and activities: (1) the Department of the Treasury; (2) the Internal Revenue Service; and (3) the United States Secret Service.
