Title I: Congressional Operations
- Congressional Operations Appropriations Act, 1995 - Appropriates funds for FY 1995 for the operation of the Senate.
Provides for a payment to the widow of Representative William H. Natcher of the Commonwealth of Kentucky.
Appropriates funds for FY 1995 for the operation of the House of Representatives and

Makes FY 1995 appropriations for: (1) the Office of Technology Assessment; (2) the Congressional Budget Office; (3) the Architect of the Capitol; (4) the Congressional Research Service of the Library of Congress; and (5) congressional printing and binding of the Government Printing Office.
Title II: Other Agencies
- Appropriates FY 1995 funds for the salaries and expenses of the Botanic Garden, the Library of Congress (with administrative limitations), the Copyright Office, the Government Printing Office, and the General Accounting Office. Appropriates funds to the Architect of the Capitol for maintenance of Library of Congress buildings and grounds.
Title III: General Provisions
- Amends the Legislative Branch Appropriations Act, 1994 to remove the requirement that ten percent of employee positions reduced in FY 1994 be at grade levels GS-14 and above.
(Sec. 307) Amends Federal law to raise the mandatory retirement age for Capitol Police from 55 to 57.
(Sec. 308) Expresses the sense of the Congress that funds under this Act should be used to purchase American-made equipment and products.
(Sec. 310) Makes funds available to the Capitol Police Board for the purchase and installation of x-ray machines and magnetometers.
(Sec. 311) Requires certain amounts to be withheld from obligation and only made available to the extent necessary to cover certain increases in pay and allowances.
(Sec. 312) Architect of the Capitol Human Resources Act - Directs the Architect of the Capitol to establish and maintain a personnel management system consistent with the practices common among Federal and private sector organizations.
