Sets forth the congressional budget for the Government for FY 2002, including the appropriate budgetary levels for FY 2003 through 2011. Title I: Recommended Levels and Amounts - Lists recommended budgetary levels and amounts for FY 2001 through 2011 with respect to: (1) Federal revenues; (2) new budget authority; (3) budget outlays; (4) surpluses; (5) public debt; (6) debt held by the public; and (...show more) (7) social security revenues, outlays, and administrative expenses. Requires $100 billion of such revenues and outlays to be available only for FY 2001 through 2002. Title II: Budget Enforcement and Rulemaking - Subtitle A: Budget Enforcement - Sets forth prohibitions on advance appropriations in the House and Senate. (Sec. 203) Requires the chairman of the Senate Budget Committee, whenever a bill or joint resolution becomes law that increases the discretionary spending limit for FY 2002 set out in the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), to increase the section 302 allocation called for in the Congressional Budget Act of 1974 to the appropriate Appropriations Committee and to adjust all other budgetary aggregates and levels contained in this resolution. Provides a point of order in the Senate against consideration of legislation that exceeds certain discretionary spending limits in the defense and nondefense categories for FY 2002.
