Bill summary: Emergency Agricultural Assistance Act of 2001 - Title I: Market Loss Assistance - Directs the Secretary of Agriculture to provide market loss assistance payments to owners and producers on a farm that are eligible for a final FY 2001 production flexibility contract payment. (Sec. 102) Directs the Secretary to use specified Commodity Credit Corporation (CCC) funds for payments to qualifying producers of the: (1) 2001 oilseed crop; and (2) 2000 apple crop. (Sec. 103) Directs the Secretary to use (...show more) specified CCC funds for supplemental 2000 payments to qualifying producers of: (1) quota or additional peanuts; and (2) wool and mohair. (Sec. 104) Exempts the 2001 sugarcane and sugar beet crop from marketing assessment provisions. Revises emergency financial assistance for quality loss provisions respecting the 2000 sugar beet crop. (Sec. 105) Directs the Secretary to use CCC funds to make nonrecourse loans to producers of the 2001 honey crop. (Sec. 107) Directs the Secretary to use specified CCC funds to provide FY 2001 and 2002 assistance to producers and handlers of the 2000 and 2001 cottonseed crops. (Sec. 108) Directs the Secretary to use CCC funds for commodity purchases, especially for those commodities that have experienced low 2000 and 2001 prices. Obligates amounts for commodity purchases for school nutrition programs. (Sec. 109) Amends the Agricultural Market Transition Act to extend: (1) loan deficiency payments for crop year 2001; and (2) milk price supports through 2002. Repeals the recourse loan program for milk processors. (Sec. 111) Directs the Secretary to use specified CCC funds for market loss payments to owners and producers of pulse crops (dry peas, lentils, or chickpeas). (Sec. 112) Directs the Secretary to: (1) make poundage-based tobacco payments (in lieu of quotas and allotments); and (2) conduct a referendum among producers of eligible tobacco to determine whether they favor mandatory tobacco grading by the Secretary. Title II: Conservation - Provides with respect to the conservation reserve program for: (1) one-year extensions of contracts expiring in 2001; (2) technical assistance set-asides; and (3) 2001 and 2002 program eligibility for wellhead protection areas, permanent vegetative cover creation, and shallow water preservation for wildlife. (Sec. 202) Directs the Secretary to use specified CCC funds to enroll additional acreage in the wetlands reserve program beginning in FY 2002. (Sec. 203) Directs the Secretary to use specified CCC funds, in addition to other funding, to carry out: (1) the environmental quality incentives program; (2) the wildlife habitat incentive program; and (3) the farmland protection program. (Sec. 206) Obligates specified funds for risk management conservation assistance in States with low levels of crop insurance availability. Permits funds unobligated by a certain date to go to other States. Title III: Nutrition - Amends the Richard B. Russell National School Lunch Act to extend through FY 2003 the provision respecting reimbursement option information and assistance. (Sec. 303) Directs the Secretary to use specified CCC funds for: (1) grants to cover State transportation, processing, and distribution costs under the Emergency Food Assistance Act of 1983; and (2) the Seniors Farmers' Market Nutrition Pilot Program. Title IV: Credit and Rural Development - Subtitle A: Credit - Amends the Consolidated Farm and Rural Development Act to provide for farm energy emergency loans. (Sec. 402) Amends the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2000 to revise the definition or "rural area" for certain community loan program purposes. Subtitle B: Rural Development - Amends the Consolidated Farm and Rural Development Act to provide for an agricultural commodity value-added intermediary relending program, with preference given to bioenergy projects. (Sec. 412) Directs the Secretary to use specified funds under this Act for specified: (1) business and industry loans; and (2) value-added agricultural product market development grants, with preference given to bioenergy projects. (Sec. 415) Provides for the transfer of specified unappropriated funds for projects under this subtitle. Title V: Research - Directs the Secretary to use specified CCC funds, in addition to other funds, for the FY 2002 sustainable agriculture technology development and transfer program. (Sec. 502) Amends the Agricultural Research, Extension, and Education Reform Act of 1986 to establish in the Department of Agriculture the Senior Scientific Research Service. Title VI: Disaster Assistance - Directs the Secretary to use specified CCC funds for: (1) crop and pasture flood compensation; (2) flood plain easement purchases; and (3) producer compensation for forage losses due to army worms. Title VII: Miscellaneous - Directs the Secretary to use specified FY 2002 CCC funds to establish a national organic certification cost-share program. Title VIII: Administration - Sets forth FY 2001 and 2002 obligation and expenditure periods for specified sections and titles of this Act.
