Description: TO PASS H.R. 38, WHICH AS AMENDED AUTHORIZES THE PRESIDENT TO INCREASE THE NUMBER OF PRIVATES IN ANY COMPANIES OF DRAGOONS, ARTILLERY OR INFANTRY, NOT TO EXCEED 80, AND TO BE ACCOMPLISHED BY VOLUNTARY ENLISTMENT. THE TITLE OF THE BILL WAS ALSO CHANGED TO READ, "A BILL TO AUTHORIZE AN INCREASE IN RANK AND FILE OF THE ARMY. (P. 552-2)
