S.; WHICH AMENDMENT PROVIDES THAT FOR THE APPOINTMENT OF COMMISSIONERS FOR EACH STATE TO MAKE LISTS OF PERSONS ENTITLED TO SUCH LABOR OR SERVITUDE; FOR THE TRIAL OF SUCH CASES IN DISTRICT COURTS OF THE U.
