Description: TO AGREE TO THE REPORT OF THE COMMITTEE OF CONFERENCE ON H.R. 198 (13 STAT 126, 6/15/1864), A BILL MAKING APPROPRIATIONS FOR THE SUPPORT OF THE ARMY FOR THE YEAR ENDING 6/30/1865; WHICH REPORT PROVIDES THAT THE HOUSE RECEDE FROM THEIR AMENDMENT TO THE SEVENTH AMENDMENT OF THE SENATE AND AGREE TO THE SAME; THAT THE HOUSE RECEDE FROM THEIR DISAGREEMENT TO THE EIGHTH AMENDMENT OF THE SENATE AND AGREE TO SAME WITH AN AMENDMENT AS FOLLOWS, AND THE SENATE AGREE TO THE SAME-TO STRIKE OUT, ALL AFTER THE ENACTING CLAUSE OF SECTION 4 AND INSERT IN LIEU THEREOF AS FOLLOWS-- THAT ALL PERSONS OF COLOR WHO WERE FREE ON THE 19TH DAY OF APRIL, 1861 AND WHO HAVE BEEN ENLISTED INTO THE MILITARY SERVICE OF THE UNITED STATES, SHALL FROM THE TIME OF THEIR ENLISTMENT BE ENTITLED TO RECEIVE THE SAME PAY, BOUNTY, AND CLOTHING ALLOWED TO SUCH PERSONS BY THE LAW EXISTING AT THE TIME OF THEIR ENLISTMENT.
