Description: TO CONCUR IN SENATE AMENDMENTS TO H.R. 4736, (21 STAT 71, 4/7/80) A BILL TO PROVIDE FOR DEFICIENCIES IN APPROPRIATIONS FOR TRANSPORTATION OF THE MAIL; THE SENATE AMENDMENTS TO INCREASE FROM *970,000 TO 1,100,000 THE APPROPRIATION FOR THE DEFICIENCY, ELIMINATE THE REDUCTION OF INCREASES ABOVE ORIGINAL CONTRACT AT THE RATE OF MORE THAN $2,500 TO ORIGNAL CONTRACT PRICE, ADD THAT THE POSTMASTER SHALL NOT HAVE POWER TO EXPEDITE SERVICE UNDER ANY CONTRACT TO A RATE OF PAY NOT EXCEEDING 50% UPON ORIGINAL CONTRACT, AND APPROPRIATE $50,000 FOR PUBLIC PRINTING OF CONGRESSIONAL RECORD.
