Description: TO PASS H.J. RES. 306, WHICH REVISES THE NEUTRALITY ACT OF 1937 IN SEVERAL MAJOR WAYS: IT REPEALS THE ARMS EMBARGO OF THE 1937 ACT, AND IT ALSO INCORPORATES THE CASH-AND-CARRY PROGRAM FOR ARMS PURCHASING AND SHIPMENT INTO THE ACT. IT CONTINUES THE PROVISIONS OF THE 1937 NEUTRALITY ACT WHICH RELATE TO THE RESTRICTIONS ON AMERICAN CITIZENS DURING FOREIGN WARS, AND WHICH REGULATE AMERICAN COMMERCIAL ACTIVITY DURING WAR SITUATIONS.
