Description: TO RECOMMIT H.R. 5129, A BILL AUTHORIZING CONSTRUCTION OF ADDITIONAL DEFENSE FACILITIES IN THE PANAMA CANAL ZONE, TO THE COMMITTEE ON MERCHANT MARINE AND FISHERIES, WITH INSTRUCTIONS TO REPORT THE BILL BACK WITH THE AMENDMENT THAT ALL CONTRACTS AUTHORIZED UNDER H.R. 5129 BE MADE WITH AMERICAN CITIZENS OR WITH AMERICAN CORPORATIONS, AND THAT EMPLOYMENT PREFERENCE BE GIVEN TO AMERICAN CITIZENS.
