RES. 306, TO SUPPORT THE PROVISION THAT, WHEN THE PRESIDENT DECLARES A STATE OF BELLIGERENCE TO EXIST, AMERICANS ARE IMMEDIATELY THEREBY PROHIBITED FROM SELLING ARMS, NOT ONLY TO THE BELLIGERENTS THEMSELVES, BUT TO ANY NEUTRAL STATE FOR THE PURPOSE OF TRANSHIPMENT TO THE WARRING STATES.
