COUNTRIES, (3) REMOVE SECTION III, WHICH PROVIDES FOR THE ALLOCATION OF FUNDS TO STABILIZE THE ECONOMIC CONDITION OF A FOREIGN COUNTRY, IF DEEMED NECESSARY BY THE PRESIDENT.
