Transfers their functions to the offices of Director, Office of Management and Budget, and Deputy Director, Office of Management and Budget, and requires such offices to be filled by the President, by and with the advice and consent of the Senate. Extends the power of the President to remove the occupants of the offices of Director, OMB, and Deputy Director, OMB.
