R. 3932, TO PROVIDE THAT APPOINTMENTS TO THE OFFICE OF DIRECTOR AND DEPUTY DIRECTOR OF THE OFFICE OF MANAGEMENT AND BUDGET SHALL BE SUBJECT TO CONFIRMATION BY THE SENATE AS AN AMENDMENT TOTO H.R. 8410.
