Description: TO AMEND THE MAHON AMENDMENT IN THE NATURE OF A SUBSTITUTE FOR THE ADDABBO AMENDMENT TO H.J.RES. 636. THE ADDABBO AMENDMENT PROHIBITS THE USE OF FUNDS TO SUPPORT MILITARY ACTIVITY IN, OVER, OR OFF THE SHORES OF NORTH AND SOUTH VIETNAM, CAMBODIA, AND LAOS WITHOUT THE CONSENT OF CONGRESS. THE MAHON AMENDMENT THERETO ADDS A 60-DAY GRACE PERIOD, DELAYING EFFECTIVE DATE UNTIL SEPT. 2, 1973 AND ELIMINATES NORTH AND SOUTH VIETNAM FROM THE AMENDMENT'S PROVISIONS. THE LONG AMENDMENT ELIMINATES THE 60 DAY GRACE PERIOD.
