Authorizes appropriations for specified activities of the Coast Guard, Federal Aviation Administration, Federal Highway Administration, (...show more) National Highway Traffic Safety Administration, Federal Railroad Administration, Urban Mass Transportation Administration, and the Saint Lawrence Seaway Development Corporation. Title II: Related Agencies - Authorizes appropriations for the National Transportation Safety Board, Civil Aeronautics Board, Interstate Commerce Commission, Panama Canal, and Washington Metropolitan Area Transit Authority. Title III: General Provisions - States that during the current fiscal year applicable appropriations to the Department of Transportation shall be available for the maintenance and operation of aircraft; hire of passenger motor vehicles and aircraft; and uniforms, or allowances therefor, as authorized by law. Enumerates activities and expenses of the Department of Transportation and related agencies for which the funds authorized by this Act shall not be available or for which there shall be specified spending limits.
