Description: TO PASS H.R. 16032, AUTHORIZING CHANGES IN THE COMPOSITION OF THE PENNY AND GRANTS TO EISENHOWER COLLEGE.

Bill summary: States that the Secretary of the Treasury may change the composition of the copper-zinc alloy used in minting the one-cent piece whenever he deems such action to be appropriate to asure an adequate supply of coins to meet the national needs. Specifies the considerations and conditions upon which the Secretary may change the composition of the alloy of the one-cent piece. States that there shall be no coinage pursuant to the Act after December 31, 1977. Provides for the transfer of 10 percent of all proceeds from the sale of one-dollar proof coins which bear the likeness of Dwight Eisenhower to Eisenhower College, Seneca Falls, New York, on the condition that Eisenhower College makes satisfactory assurances to the Secretary that 10 percent of the moneys received by it under this Act will be transferred to the Samuel Rayburn Library at Bonham, Texas.
