Makes $1,000,000,000 available for the purposes of this Act for obligation in any twelve-month period in which the national rate of unemployment exceeds 4 1/2 percent for three consecutive (...show more) months, and an additional $1,000,000,000 for every increment of one-half percent over 4 1/2 percent not to exceed a 6 percent unemployment rate.
