Authorizes additional appropriations of $1,000,000 for increases in salary, pay, retirement, and other benefits for fisacl year 1976 and the transition period through September 30, 1976, and of necessary sums for fiscal year 1977. Makes $10,100,000 of the fiscal year 1977 appropriations available only for readjustment allowances for volunteers.
