Bill summary: (Measure passed House, amended, roll call #327 (370-6)) Repeals, effective October 1, 1977, provisions of the Agricultural Act of 1970 authorizing financial assistance to the Cotton Research and Promotion Program. Provides that the assessments collected shall be used to reimburse the Secretary (1) for expenses, not to exceed $200,000, incurred by him in connection with any referendum for approval of an order or an amendment of an order, and (2) for administrative costs incurred by the Secretary (...show more) of Agriculture for supervisory work up to five employee years after an order or amendment to an order has been issued and made effective. Authorizes a supplemental rate of assessment of one percent to be collected on each bale, under the Cotton Research and Promotion Act, for the Cotton Research and Promotion Program, if approved by referendum of the producers. Authorizes the Secretary to appoint up to 15 percent of the membership of the Cotton Board as consumer advisors to the Board.
