Description: TO AGREE TO THE CONFERENCE REPORT ON H.R. 12203, MAKING APPROPRIATIONS FOR FOREIGN ASSISTANCE FOR FISCAL YEAR 1976 AND FOR THE TRANSITION PERIOD.

Bill summary: (House receded and concurred in certain Senate amendments with amendment) Foreign Assistance and Related Programs Appropriations Act - =Title I: Foreign Assistance Act Activities= - Makes specified appropriations to the President, for fiscal year 1976 and the period ending September 30, 1976: (1) under the Foreign Assistance Act of 1961, for enumerated foreign assistance activities; and (2) under the Foreign Military Sales Act, for foreign military credit sales. Prohibits availability of funds (...show more) for such specified activities not justified or in excess of the amount justified to the Appropriations Committees without the express consent of such Committees. Limits the use of such foreign assistance funds for water resources programs, for research and construction of facilities in underdeveloped countries, and for loans. Prohibits the use of such funds: (1) to compensate persons serving in the armed forces of any recipient country; (2) to make payments on specified procurement contracts; (3) to pay dues or assessments of any member of the United Nations; (4) to assist North Vietnam, South Vietnam, Cambodia, or Laos; (5) to give military assistance to Angola; or (6) to directly or indirectly to finance the planning or carrying out of any assassination or to finance any foreign political activity or influence any foreign election in peacetime. Prohibits the transfer of such funds to specified international development banks or the loan of such funds for projects recommended by the Inter-American Committee for the Alliance for Progress. Postpones payments due and owing on loans made to specified institutions and organizations in Israel. Extends to Laotian refugees special assistance appropriated for refugees of Cambodia and Vietnam. Limits the amount of funds appropriated under this Act which shall be available to the Agency for International Development for Official Residence Expenses, Entertainment Expenses, and Representation Allowances. =Title II: Foreign Military Credit Sales= - Appropriates $1,065,000,000 to carry out the Foreign Military Military Sales Act. Allocates $1,500,000,000 as a credit sale ceiling, under such Act, for sales to Israel during fiscal year 1976, and $200,000,000 as a credit sale ceiling from June 30 to September 30, 1976. =Title III: Foreign Assistance (Other)= - Makes appropriations for specified periods: (1) to ACTION for purposes of the Peace Corps Act, including amounts for readjustment allowances; (2) to the Department of Health, Education, and Welfare for the Cuban refugees program, under the Migration and Refugee Assistance Act of 1962; (3) to the Department of State for migration and refugee assistance, and the Emergency Refugee and Migration Assistance Fund, under the Foreign Service Act of 1946, the Foreign Relations Authorization Act of 1972, the Foreign Relations Authorization Act, Fiscal Year 1976, and other legislation; and (4) to the President for international investments authorized by the Asian Development Bank Act of December 22, 1974, the Foreign Assistance and Related Appropriations Act, 1975, and the International Development Association Act of August 14, 1974. =Title IV: Export-Import Bank of the United States= - Authorizes the Export-Import Bank of the United States to make expenditures to carry out the budget program through September 30, 1976. Makes appropriatons for the program activities and the administrative expenses of the Bank. =Title V: General Provisions= - Prohibits the use of funds appropriated by this Act: (1) for publicity or propaganda in the United States not previously authorized by Congress; (2) for certain expenses of the Inspector General, Foreign Assistance; (3) for obligations beyond the current fiscal year unless expressly authorized; and (4) for payment to the Administrator of the General, Services Administration in excess of 90 percent of the standard level user charge for space and services, under the Federal Property and Administrative Services Act of 1949. Prohibits availability of funds under this Act for assistance to any country in default for over a year on a loan payment to the United States, unless such obligation has been disputed or has taken steps to cure the default. Makes funds available to the Office of the Inspector General of Foreign Assistance.
