Description: TO AGREE TO THE CONFERENCE REPORT ON H.R. 13655, AUTOMOTIVE TRANSPORT RESEARCH AND DEVELOPMENT ACT OF 1976, PROMOTING THE DEVELOPMENT OF CARS WHICH USE NON-PETROLEUM BASE FUELS.

Bill summary: (Conference report filed in House, H. Rept. 94-1351) Automotive Transport Research and Development Act - Directs the Administrator of the Energy Research and Development Administration to establish a program to insure the development of advanced automobile propulsion systems, advanced automobile subsystems, and integrated vehicles within five years after the date of enactment of this Act. Instructs the Administrator to take specified actions in furtherance of the purposes of this Act, (...show more) including making contracts and grants for research and development with public and private agencies and persons. Requires the Secretary of Transportation to evaluate the extent to which advanced automotive technology is utilized and to report annually such findings to the Congress. Grants the Administrator overall management responsibility for carrying out the program under this title. Permits the Administrator to use the Department of Transportation and other agencies, to the extent he determines that they have capabilities to contribute to the attainment of the purposes of this Act. Directs the Administrator of the Environmental Protection Agency to test each production prototype of an automobile developed in whole or in part with Federal financial assistance under this Act, or referred to him for such purpose by the Administrator of ERDA to determine whether such production prototype complies with any exhaust emission standards or any other requirements promulgated or reasonably expected to be promulgated under any provision of the Clean Air Act, the Noise Control Act, or any other provision of Federal law administered by him. Sets forth patent rights for inventions made in the course of activities conducted under this Act. Requires the Administrator of ERDA to submit annual reports to Congress on activities under this Act. Declares, under the National Aeronautics and Space Act, that the unique competence of the National Aeronautics and Space Administration be directed toward the development of advanced automobile propulsion systems. Authorizes appropriations to carry out the purposes of this Act.
