Directs the Secretary of the Interior to construct within such refuge a wildlife interpretation and education center. Requires the Secretary to establish, in cooperation with the State, a wildlife recreation area. Requires the United States Fish and Wildlife Service and the (...show more) Corps of Engineers to assist local authorities in designating sites for deposit of spoil material so as to minimize the disruption of wildlife and scenic values within the refuge.
