Appropriates a specified sum to the General Services Administration to comply with refund and rebate payments authorized by the Renegotiation Act of 1951. Appropriates additional sums to carry out the provisions of the Presidential Transition Act of 1963. Appropriates an additional amount to the United States Postal Service for payments to the Postal Service Fund for fiscal year 1976 and for the transition period.
