Description: TO AGREE TO THE CONFERENCE REPORT ON H.R. 12927, THE BILL MAKING APPROPRIATIONS FOR MILITARY CONSTRUCTION FOR THE DEPARTMENT OF DEFENSE FOR FISCAL YEAR 1979.

Bill summary: (Reported to Senate from the Committee on Appropriations with amendment, S. Rept. 95-1019) Military Construction Appropriation Act - Appropriates specified sums for military construction projects for fiscal year 1979 for: (1) the Army; (2) the Navy; (3) the Air Force; (4) the Defense agencies; (5) the Army National Guard and the Air National Guard; (6) the Army Reserve; (7) the Naval Reserve; (8) the Air Force Reserve; (9) family housing for the Army, Navy, Marine Corps, Air Force, and Defense agencies; and (10) the Homeowners Assistance Fund. Sets forth restrictions on the use of funds appropriated under this Act. Authorizes the use of funds made available under this Act for the hire of passenger motor vehicles and for advances to the Federal Highway Administration to construct defense access roads which are certified to be important to the national defense. Prohibits the use of funds under this Act for any military base closure or realignment unless all the provisions of the National Environmental Policy Act have been complied with.
