Bill summary: (House receded and concurred in certain Senate amendments with an amendment) Military Construction Appropriation Act, 1982 - Appropriates funds for fiscal year 1982 for military construction for: (1) the Army; (2) the Navy; (3) the Air Force; (4) Defense Agencies; (5) the North Atlantic Treaty Organization (NATO) Infrastructure; (6) the Army National Guard; (7) the Air National Guard; (8) the Army Reserve; (9) the Naval Reserve; (10) the Air Force Reserve; (11) reserve components generally; (...show more) (12) family housing for the Army, Navy, Marine Corps, Air Force, and Defense agencies; and (13) the Homeowners Assistance Fund established by the Demonstration Cities and Metropolitan Development Act of 1966. Prohibits the expenditure of funds under a cost-plus-a-fixed-fee contract for work without the approval of the Secretary of Defense, except as specified. Prohibits the use of funds for additional costs involved in expediting construction without the Secretary's certification of necessity. Prohibits the use of funds for the construction of specified facilities including bakeries and cleaning facilities unless such services are not obtainable commercially. Permits the use of funds for the hire of passenger motor vehicles. Permits the use of funds for advances for the construction of access roads for projects certified by the Secretary as important to the national defense. Prohibits the use of funds for the construction of new bases without specific appropriations. Prohibits the use of funds for the dredging in the Indian Ocean by foreign contractors. Prohibits the use of funds for the installation of solar energy systems in new facilities unless such systems are cost effective. Prohibits the use of funds for the design of site-specific facilities for the MX missile system unless there is compliance with the National Environmental Policy Act. Prohibits the use of funds to pay real property taxes in any foreign nation. Prohibits the use of funds to reimburse a contractor for the services of an illegal alien. Limits the use of funds for any consulting service through procurement contract. Permits the obligation of funds before the end of the fourth fiscal year after the fiscal year for which the funds were appropriated, as specified. Expresses the sense of Congress that the Administration should request certain North Atlantic Treaty Organization (NATO) nations and Japan to further increase their defense spending.
