RES.341, PROVIDING FOR A WAIVER OF LAW PURSUANT TO THE ALASKA NATURAL GAS TRANSPORTATION ACT, TO REMOVE CERTAIN REGULATORY OBSTACLES TO THE PRIVATE FINANCING OF THE ALASKAN NATURAL GAS PIPELINE (PASSAGE OF THE RESOLUTION WOULD ALLOW "PREBILLING", I.E., CONSUMERS WOULD START TO PAY FOR THE PIPELINE BEFORE IT WAS ACTUALLY COMPLETED).
