Description: TO AMEND H.J. RES. 521 WITH AN AMENDMENT IN THE NATURE OF A SUBSTITUTE. H. J. RES. 521 CALLS FOR A MUTUAL AND VERIFIABLE FREEZE ON AND REDUCTIONS IN NUCLEAR WEAPONS AND FOR APPROVAL OF THE SALT II AGREEMENT. THE BROOMFIELD AMENDMENT WAS PREVIOUSLY AMENDED BY THE GILMAN AMENDMENT WHICH EXPRESSES THE SENSE OF CONGRESS THAT THE CONSEQUENCES OF A CONTINUED ARMS RACE AND THE ACCOMPANYING INCREASED RISK OF NUCLEAR WAR ARE UNACCEPTABLE AND THAT IT IS IMPERATIVE THAT THE HIGHEST PRIORITY BE GIVEN TO THE SUCCESSFUL COMPLETION OF THE START NEGOTIATIONS IN A TIMELY FASHION.
