Authorizes additional appropriations for FY 1983 military assistance to Lebanon and for FY 1983 loan guarantees for arms sales to Lebanon. Directs the President to obtain statutory authorization from the Congress for any substantial expansion in the number or role of U.S. armed forces in Lebanon or for the creation of a new multinational peacekeeping force in Lebanon.
