Description: Privacy Commission Act

Bill summary: Privacy Commission Act - Establishes the Commission for the Comprehensive Study of Privacy Protection to study issues relating to protection of individual privacy and the appropriate balance to be achieved between protecting such privacy and allowing appropriate uses of information, including: (1) the monitoring, collection, and distribution of personal information by the government and by individuals or entities; (2) privacy protection efforts of the government and the private sector; and (3) employer practices and policies with respect to the financial and health information of employees. Requires the Commission to: (1) conduct at least two hearings in each of the five geographical regions of the United States; and (2) report to the President and Congress on its findings, including regarding potential threats to privacy, the effectiveness of existing efforts to protect privacy, necessary reforms, and the cost of proposed legislative or regulatory changes. Authorizes appropriations. Sets forth provisions governing protection of individually identifiable information and proprietary business and financial information disclosed to or obtained by the Commission.
