L. 506, APP. 1/9/1809), TO ENFORCE AND MAKE MORE EFFECTUAL THE EMBARGO ACT, SAID AMENDMENT PROPOSING THAT THE POWERS GIVEN THE PRESIDENT BY THE 7TH SECTION OF THE ACT OF MARCH 12, 1808, TO GRANT PERMISSION TO CITIZENS HAVING PROPERTY OF VALUE IN PLACES WITHOUT THE JURISDICTION OF THE UNITED STATES TO DISPATCH VESSELS FOR THE SAME, SHALL HENCEFORTH CEASE.
