Description: TO AGREE TO THE HOUSE AMENDMENT TO S. 6, WHICH AMENDMENT PROVIDES THAT COMMISSIONED OFFICERS FOR SIX ONLY OF THE SAID REGIMENTS SHALL BE APPOINTED UNTIL THREE-FOURTHS OF THE PRIVATES REQUISITE TO COMPLETE SUCH SIX REGIMENTS HAVE BEEN ENLISTED, WHEN THE COMMISSIONED OFFICERS FOR THE REMAINING SEVEN REGIMENTS SHALL BE APPOINTED.
