Description: TO AGREE TO AN AMENDMENT TO S. 87, IN THE NATURE OF A SUBSTITUTE; SAID AMENDMENT TO CREATE AN EXECUTIVE DEPARTMENT TO BE KNOWN AS THE LAW DEPARTMENT, OF WHICH THE ATTORNEY GENERAL SHALL BE THE CHIEF OFFICER, AND ALL THE RIGHTS, POWERS AND DUTIES NOW VESTED IN, AND REQUIRED FROM THE AGENT OF THE TREASURY, SHALL BE TRANSFERRED TO THE ATTORNEY GENERAL.
