CLAY, SAID AMENDMENT PROVIDING THAT THE PRESIDENT OF THE U.S. HAS NO RIGHT TO SEND A PROTEST TO THE SENATE AGAINST ANY OF ITS PROCEEDINGS. (JP. 253)
