Description: TO CONCUR IN THE AMENDMENT TO H.J.R.46, AS IN THE COMMITTEE OF THE WHOLE, AMENDMENT PROPOSING THAT THE PRESIDENT MAY, INSTEAD OF PROCEEDING TO SUBMIT THE FOREGOING RESOLUTION TO THE REPUBLIC OF TEXAS, AS AN OVERTURE ON THE PART OF THE UNITED STATES FOR ADMISSION TO NEGOTIATE WITH THAT REPUBLIC, THEN LET IT BE RESOLVED, THAT, A STATE BE FORMED OF THE PRESENT REPUBLIC OF TEXAS, AND THE TERMS OF SAID ADMISSION AND CESSION SHALL BE AGREED UPON EITHER BY TREATYS OR BY ARTICLES.
