Description: ON AGREEING TO AMENDMENT TO H.R. 174 (9 STAT 72, 8/8/1846) REGULATING PROCEEDINGS IN U.S. CIRCUIT AND DISTRICT COURTS, WHICH AMENDMENT, MADE IN COMMITTEE OF THE WHOLE, PROVIDES THAT THE U.S. SHALL PAY TAXABLE COSTS OF ACQUITTED PERSONS UNLESS THE COURT CERTIFIES THERE WAS PROBABLE CAUSE FOR THE PROSECUTION.
