RES. 3, WHICH AMENDMENT PROPOSES TO AUTHORIZE THE PRESIDENT TO RESTORE TO THE ACTIVE LIST OR RESERVE LIST OF THE NAVY OR TO TRANSFER FROM FURLOUGH TO LEAVE OF ABSENCE ANY OFFICER DROPPED OR RETIRED, PROVIDED THAT NO INCREASE IN THE NUMBER OF OFFICERS IN ACTIVE LIST SHALL EXCEED THE NUMBER AUTHORIZED BY LAW.
