Description: TO SUBSTITUTE FOR S.J.RES. 54, THE BILL S.J.RES. 70, COMPRISING THE VIEWS OF PEACE CONFERENCE OF TWENTY-ONE STATES HELD AT WASHINGTON AS FOLLOWS: THAT NO NEW TERRITORIES SHALL BE ACQUIRED UNLESS IT BE BY A TWO-THIRDS VOTE OF THE SENATE, WHICH TWO-THIRDS SHALL INCLUDE A MAJORITY OF SENATORS FROM SLAVE-HOLDING, AS WELL AS A MAJORITY FROM FREE STATES, IN ORDER TO GIVE SECURITY TO BOTH SECTIONS, AND EQUAL POWER TO MAKE PREVIOUS ARRANGEMENTS IN REGARD TO SLAVERY IN NEW TERRITORIES.
