SPECIFICALLY, THE BILL GRANTS AMERICAN REGISTRY TO FOREIGN STEAMSHIPS OWNED BY A COMPANY, WHOSE STOCK IS 90 PERCENT OWNED BY AMERICAN CITIZENS, PROVIDED THAT SAID COMPANY BUILD IN AMERICAN SHIPYARDS EQUAL TONNAGE TO THE AMOUNT GRANTED IN THE CASE OF AMERICAN REGISTRY.
