Description: TO AGREE TO RESERVATION NO. 10 OF THE VERSAILLES TREATY, PROVIDING THAT SHOULD A PLAN FOR THE LIMITATION OF ARMAMENTS, AS PROPOSED BY THE COUNCIL OF THE LEAGUE OF NATIONS, BE ADOPTED BY THE UNITED STATES, IT RESERVES THE RIGHT TO INCREASE SUCH ARMAMENTS WITHOUT THE CONSENT OF THE COUNCIL, IN CASE OF A THREAT OF INVASION OR THREAT OF WAR.
