Description: TO AMEND H.J.RES. 306, PROVIDING THAT "SO LONG AS THE PRESENT WAR BETWEEN GREAT BRITAIN, FRANCE, GERMANY, AND OTHER COUNTRIES CONTINUES, ALL WATERS WITHIN 300 MILES OF THE CONTINENT OF EUROPE, OF GREAT BRITAIN, OF IRELAND, ARE HEREBY DECLARED TO BE A COMBAT AREA, WITH THE SAME LEGAL EFFECT AS IF THE PRESIDENT HAD PROCLAIMED SUCH WATERS A COMBAT AREA."
