THE ACCELERATOR WAS OPPOSED BOTH ON GROUNDS OF EXPENSE AND UTILITY, AND BECAUSE OPEN OCCUPANCY PROVISIONS FOR THE SITE WERE NOT THOUGHT ADEQUATE.
