Description: TO AMEND S. 2388. TITLE II OF S. 2388 AUTHORIZES $1.1 BILLION YEARLY FOR AN EMERGENCY EMPLOYMENT FUND. THE RIBICOFF AMENDMENT AUTHORIZES THE PRESIDENT TO TRANSFER UP TO 2% OF NON-DEFENSE MONEY FROM CURRENT BUDGET (WHICH WOULD TOTAL $1.1 BILLION) TO AN EMERGENCY EMPLOYMENT FUND.
