Description: TO AMEND S. 3133, EXTENDING AUTHORITY FOR MORE FLEXIBLE REGULATION OF MAXIMUM RATES OF INTEREST BY STRIKING OUT LANGUAGE THAT WOULD AUTHORIZE FEDERAL RESERVE BANKS TO PURCHASE OBLIGATIONS DIRECTLY FROM FEDERAL AGENCIES AS WELL AS IN THE OPEN MARKET AND WOULD ALSO EXPRESS THE SENSE OF CONGRESS THAT SUCH AUTHORITY BE USED TO PROMOTE A REASONABLE FLOW OF FUNDS TO MORTGAGE MARKETS DURING PERIODS OF MONETARY STRINGENCY.
