Description: TO AGREE TO AN EXECUTIVE UNDERSTANDING TO THE TREATY ON NONPROLIFERATION OF NUCLEAR WEAPONS; THE UNDERSTANDING PROVIDING THAT AFTER SENATE RATIFICATION, ANY MILITARY ATTACK AGAINST ANOTHER COUNTRY BY A NUCLEAR-WEAPONS STATE PARTY TO THE TREATY, WOULD BE REGARDED AS A VIOLATION OF ITS SPIRIT AND A THREAT TO THE SECURITY OF OTHER SIGNATORIES JUSTIFYING THEIR WITHDRAWAL AND ALSO THAT ANY SUCH ATTACK WILL AUTOMATICALLY BE REGARDED AS AN ABROGATION OF THE TREATY, MAKING IT NULL AND VOID.
