Authorizes $25,000,000 for fiscal year 1974 and $30,000,000 for fiscal year 1975 for construction grants for noncommercial educational television and radio broadcasting facilities. Requires every licensee of a broadcast station which receives assistance under this Act to make audio recordings of each broadcast of a (...show more) program in which issues of public importance are discussed, and to maintain such recordings for a period of sixty days from the time such program is broadcast.
