Bill summary: (LATEST SUMMARY) Second Supplemental Appropriations Act, 1974 - Makes supplemental appropriations to the various executive departments and agencies, the District of Columbia, and the legislative branch, and independent agencies for the fiscal year ending June 30, 1974. Prohibits funds appropriated under this Act from being expended to aid or assist North Vietnam or to finance combat activities by U.S. forces in Vietnam, Laos, or Cambodia.
