Description: TO AGREE TO AN AMENDMENT IN THE NATURE OF A SUBSTITUTE BILL FOR THE COMMITTEE AMENDMENT TO S. 1360, THE BILL REVISING THE NATIONAL FOREST SERVICE SALES PROGRAM. THE MELCHER AMENDMENT PROVIDES FOR THE PUBLIC AUCTION OF NATIONAL FOREST TIMBER ACCORDING TO THE METHOD OF BIDDING THAT THE SECRETARY OF AGRICULTURE DEEMS APPROPRIATE.

Bill summary: (Measure passed Senate, amended) Amends the National Forest Management Act of 1976 to alter the procedures for timber sales from National Forest System lands. Directs the Secretary of Agriculture to select the most appropriate method of bidding. Eliminates the requirement of sealed bidding and permits the Secretary to: (1) alter the bidding methods within areas where possible or suspected collusive bidding practices are occurring, and (2) take other actions as deemed necessary to eliminate such practices.
