THE LONG AMENDMENT ALSO PROPOSES A $0.12 TAX ON BARGE FUEL TO BE GRADUALLY PHASED IN OVER A TEN YEAR PERIOD BEGINNING ON JANUARY 1, 1982 OR ON THE DATE OF COMPLETION OF LOCKS AND DAM 26, WHICHEVER OCCURS FIRST.
