Description: TO AMEND H.R. 8309 BY AUTHORIZING CONSTRUCTION OF A NEW LOCKS AND DAM 26 ON THE MISSISSIPPI RIVER AT ALTON, ILLINOIS. THE LONG AMENDMENT ALSO PROPOSES A $0.12 TAX ON BARGE FUEL TO BE GRADUALLY PHASED IN OVER A TEN YEAR PERIOD BEGINNING ON JANUARY 1, 1982 OR ON THE DATE OF COMPLETION OF LOCKS AND DAM 26, WHICHEVER OCCURS FIRST.
