Description: TO AMEND S. 1946, TO PROVIDE RAILROADS WITH MORE PRICING RATE FLEXIBILITY AND CONTRACT PROVISIONS, BY PROVIDING THAT A CARRIER MAY PUBLISH A SURCHARGE WITHOUT THE CONCURRENCE OF OTHER CARRIERS AND RETAIN THE SURCHARGE REVENUE, BY PERMITTING SURCHARGES ON LIGHT-DENSITY LINES, AND BY PERMITTING A CARRIER TO CLOSE A ROUTE IF THE CONNECTING CARRIER CANNOT MEET CERTAIN CONDITIONS.
